When I was in college and a friend came over to my room, he was telling me how the last time he saw his mom in that dress, she was pregnant. He mentioned how she gave birth in a very unusual way—a C-section—while they were still in high school. It turns out that she was given the medical care she needed because she was in very poor health and did not want to risk a C-section at some point in the future.
This is one way that we are able to avoid some of the social costs of abortion. The other side of the story is that, in some cases, we have the ability to provide the most efficient and low-cost abortion—which is why states are making it easier to access.
When we look at state laws covering abortion, there is an interesting trend: abortion rates have fallen a lot in those states where abortion was heavily restricted in the 1970s. This is one big factor contributing to the increase in abortion in other states.
For example, a lot has been written lately about the state of abortion access in Kansas , one of the states that passed its own restrictions on abortion last year. Despite the fact that the state has the best public health outcomes in the most recent data—and has a lot of women who actually live in Kansas and would likely favor abortion access—the restrictions are still having an important impact.
In the most recent data, we found that if Kansas had only had the right to have abortion at 20 weeks of pregnancy, that abortion rate would be 8.4 percent lower. Instead, Kansas has had 24 weeks or later and the abortion rate is 3.1 percent lower. The national abortion rate is 23.0 percent.
I would note that the abortion laws in Kansas do not restrict abortion after 20 weeks of pregnancy. This is a really good result but does not fully account for it.
