Sens. Ron Johnson (R – Wisc.) and Tim Scott (R – S.C.) have each introduced new laws in their respective states that address federal government spying.

S. 1291 would prohibit a federal agency from conducting electronic monitoring of a American and use a warrant to compel disclosure of any such monitoring. The bill also would create federal crime penalties for any electronic monitoring “with the intent to obtain sensitive private information.”

Sen. Scott reintroduced his similar legislation in December and the bill currently has the support of 14 committee chairs, senators and representatives.

The legislation is also backed by civil liberties groups ranging from the Electronic Privacy Information Center to the American Civil Liberties Union.

S. 1291 would take effect in four years.

To date, Senators Marco Rubio (R – Fla.), Dean Heller (R – Nevada), Lindsey Graham (R – S.C.), and Mike Lee (R – Utah) have all introduced bills aimed at preventing federal government spying on American citizens. Sen. Rand Paul (R – Ky.) introduced S. 722 in December.

It would end the practice of the NSA to collect data on Americans through their phone calls and online searches, as well as collect data on non- U.S. persons. The bill requires the NSA to be restricted to targeting foreigners overseas.
