TORONTO — One day after the NDP government passed Bill C-51, the government continues to claim the legislation is needed to combat terrorism, despite the fact that many witnesses said they saw no way that it could do so.
The NDP argued the current law would have prevented a terrorist attack because it was so broad and the government said the bill was intended to combat terrorism. It also pointed to the absence of any evidence that Bill C-51 has helped the security agencies in fighting terrorism.
Opposition MPs have criticized the bill, describing it and its accompanying amendments as “a government bill for a government.”
The NDP has also pledged to scrap the bill under Prime Minister Stephen Harper’s watch.
The government’s response to the criticism is that Bill C-51 does require a warrant to access email or other digital communications, that this warrants only government access, and that it is necessary for national security.

But the government’s position contradicts the statements of the witnesses at the national security committee hearing and other parliamentarians.
“What we need is a bill that would require some sort of warrant,” said Andrew McLaughlin, parliamentary secretary to the minister of national defence.
“What we don’t need is for a government bill that allows for no warrant.”
The NDP introduced the bill following the Paris attacks in November.
